China issues draft rule on financial-statement consolidation

China might have companies consolidate financial statements of businesses controlled with a stake of less than 50%, the Finance Ministry says. State-owned enterprises, financial institutions, publicly traded companies and firms planning to sell shares or bonds to consolidate subsidiaries' earnings would be subject to the rule, and other companies could decide whether to comply. The ministry is seeking public feedback on the proposal.
