Officials in Oregon town send ordinance back for revisions

The City Council in Woodburn, Ore., declined to cast a final vote on a new sign ordinance, sending the document back to city staffers, who are expected to add an amortization period for nonconforming signs. The original version allowed businesses to keep existing nonconforming signs in place until owners remodeled or rebuilt the business.
