Execs link drilling-permit delays to unclear policies

Permits are being delayed because of the Bureau of Ocean Energy Management, Regulation and Enforcement's new offshore-drilling regulations are unclear, company executives said during a Wells Fargo energy conference. "The problem we're finding is the regulators in these field offices are not real clear what the regulations are," said John Crum, Apache's co-chief operating officer and North American president.
