Fed to consider a cap on debit card transaction fees

The Federal Reserve Board meets next week to consider a proposal that would cap debit card transaction fees. The move could reduce profits of card issuers and help retailers. The Dodd-Frank Act directs the Fed to write rules that make the fees "reasonable and proportional to the cost incurred by the issuer."
