Officials propose plan to reward England's top teachers

England's Education Secretary Michael Gove is seeking to keep top teachers in the classroom by developing an elite classification for teachers, called "master teacher". Under the plan, which is part of an overhaul of teaching standards in the country, elite teachers will be eligible for advancement and additional pay.
