Digital-sign rules create confusion

The city of Oak Ridge, Tenn., notified business owner Tony Stevens that the animated Santa he wanted to put on his electronic sign violates the city's sign ordinance, in a ruling that Stevens says is so confusing that now he's not sure what's allowed on his 7-year-old sign. He has expressed his confusion via a new message on the sign, asking passers-by to call city hall and help clear things up.
