Fla. city commission names successor as manager retires

The Delray Beach, Fla., City Commission chose Louie Chapman Jr. to succeed City Manager David Harden, who will retire in January after 22 years of service. Commissioners say they chose Chapman, town manager of Bloomfield, Conn., partly because of his 19 years of experience managing a local government. Chapman was up against Delray Beach's assistant city manager.
