Shielding personnel under sequestration would hurt rest of military, Dempsey says

Sequestration, if it takes place, would cut more deeply into operations, infrastructure, training and other areas because cuts to personnel are off-limits, says the chairman of the Joint Chiefs of Staff, Martin Dempsey. "It'll be a significant degradation," Dempsey said Thursday. "It will have an effect, and I think it'll be an effect felt for two or three years."
