Texas city council notes sadness as manager plans 2014 retirement

The Bellaire, Texas, City Council approved a 3% raise for City Manager Bernie Satterwhite, who plans to retire in March 2014. Satterwhite has been manager for 12 years and says the city is in "good shape" for the future. "Satterwhite has been an excellent city manager, and I am saddened to see him leave the team," Mayor Phil Nauert said.
