Contractor: Maine town withholds payment until snowplow company can produce a bond

A snowplow company in Hartland, Maine, has stopped doing work because the town is refusing to make more than $17,000 in payments, according to the company's owner. The contractor said the town wants his company to secure a performance bond, but that without the payments, he is unable to pay for the bond.
