Keystone XL review needs more time, Obama aide says

The State Department wouldn't have enough time to responsibly review TransCanada's Keystone XL pipeline if lawmakers' efforts to accelerate the decision for the project push through, White House spokesman Jay Carney said. A provision in a Senate payroll tax-deduction measure sets a 60-day deadline for an approval, Carney said. "It would be very difficult, as I understand it, for the State Department to say that that review had been responsibly achieved in 60 days," he said.
