CFATS enforcement is hindered by spending, workforce problems, report says

The Chemical Facility Anti-Terrorism Standards program is not being administered properly and has not been conducting compliance inspections, according to a Department of Homeland Security internal report. "The question here is whether or not we can move this program to a level of completion and sustainment," said Rand Beers, an undersecretary for DHS' National Protection and Programs Directorate.
