EPA focuses on larger cases, cuts back on civil enforcement

The Environmental Protection Agency has been shifting its focus to larger cases "that are going to make the biggest differences" rather than smaller civil-enforcement cases, the EPA's Cynthia Giles said. The agency started 3,027 civil-enforcement cases in fiscal 2012, down from 3,283 the previous fiscal year and 3,436 in fiscal 2010. Civil penalties during fiscal 2012 totaled $208 million, setting a record and surpassing the $152 million assessed in the previous fiscal year.
