Column: Aging infrastructure challenges many cities

Age, as well as stress from population growth and natural disasters, continues to tax the nation's infrastructure. The American Society of Civil Engineers estimates that the U.S. must spend $1.6 trillion over five years in order to raise infrastructure standards to barely adequate condition. ASCE has recommended Congress enact the National Infrastructure Improvement Act and the National Infrastructure Bank Act.
