Sending workers on unpaid holidays

An increasing number of employers across the country are making workers take time off without pay in an effort to avoid layoffs. Rutgers University public policy professor Carl Van Horn calls temporary layoffs a "kind of employment purgatory" but adds they are better than the alternative.
