Contra Costa County, Calif., legislators are reviewing a draft law that would bar big grocers from opening full-service grocery stores that also sell nonfood items. The proposed regulation would ban retailers with stores that exceed 90,000 square feet from setting aside more than 5% of its sales space to groceries.
