According to a report released yesterday by the education advocacy group Center on Education Policy, more than half of the nation's districts will suffer cuts to their Title 1 budgets, even though 40 states will receive increased funding. The disparity results from some areas losing numbers of low-income students and a new federal formula that boosts funding to districts with higher concentrations of poverty.
