The U.S. Department of Transportation has received 1.45 million reports of lost luggage so far this year, an increase of 42% from 2004. While airlines are experimenting with luggage-tracking technology such as embedded microchips, they rely on carefully worded policies that promise luggage's return "within 24 hours" or offer any one of a variety of reimbursements.
