A U.S. Army Corps of Engineers plan to buy thousands of flood-prone homes along the Mississippi coast in order to convert the land to wetlands or other public uses for coastal protection is apparently much less ambitious than originally announced. The Corps said in September that up to 17,000 properties would be bought and converted, but an official said last week that figure could be as few as 3,000 homes over five years.
