Two NCLB rules are working at cross-purposes to prevent some struggling schools from receiving needed special funding, according to a new Government Accountability Office report. NCLB calls for 4% of federal funds allocated to states to be channeled into failing low-income schools, but that's not happening in some cases, because of a second federal rule preventing states from using the entire amount for the neediest systems if it means curtailing funding at other schools, this article says.
