Florida lawmakers who blame teachers unions for a merit-pay plan so unpopular that 60 of 67 districts have rejected it must now explain why the largest district to enact the plan has found teachers at the most affluent schools benefit most, writes the St. Petersburg Times editorial board. State law requires most of the bonus must be based on student performance on standardized tests, which hurts teachers at high-poverty schools so much so that only 3% of the roughly 5,000 teachers who received the bonuses worked in such schools.
