Designers are preparing to present officials with two strikingly different proposals for a new San Diego City Hall. One of the plans evokes the shape of a sail and would feature council chambers above a glass "mesa," wind turbines on top of the building and about 2 million square feet of private development in surrounding blocks. The other plan would include just a new city office building and a four-story glass City Hall that could be viewed by passersby.
