Small businesses are favoring congressional bills that would allow them to pool their resources to collectively negotiate affordable health insurance coverage for their employees. National Federation of Independent Business statistics indicate that small-business health insurance costs have increased 129% in the past eight years. Chicago-area homebuilder Scott Eckstein said he believes "a good percentage" of Illinois' 4,000 homebuilders would join a health care program if they were allowed to pool.
