CEOs who inspire staff and create a shared vision tend to create organizations that outperform others, according to a U.K. survey of government councils. Results show that the lack of a clear strategy leads to confusion, which can result in individual departments operating in isolation. Turf issues hamper the ability to "act in the best interests of the organization as a whole," said Jonathan Austin, founder and chief executive of Best Companies.
