Many HIEs and RHIOs struggle to get going and rely on government grants, which are tough for sustainability. This author suggests that major employers and laboratories get involved in the funding because they can directly benefit from the activities. She also lays out the factors that determine how a community will value an HIE and says that those who put the best interest of patients' health first will see the value in sharing information rather than viewing that information as a competitive advantage.
