The city council of Biloxi, Miss., has not yet approved new maps that will put 3,700 property owners in flood zones, but it's feeling pressure to act quickly to grandfather sites in at lower insurance rates before Congress raises them. People who live in a flood zone pay $1,200 a year now for flood insurance, but Congress is considering a bill that will raise the rate to help offset a $20 billion deficit in the National Flood Insurance Program.
