Sen. Barack Obama has developed a comprehensive AIDS policy that reportedly prohibits denying health coverage based on pre-existing conditions in the U.S. and takes a "science-based" approach in advocating the use of condoms to halt the epidemic around the world. "With all of the billions of dollars that have been given to HIV/AIDS prevention around the world, most of that money has been given to, in the past, religious organizations that will not give condoms out. Now that just isn't going to work," said U.S. Rep. Diana DeGette, D-Colo., of the Bush administration's international AIDS initiatives.
