After months of testing a voice-over-Internet service in two states, Verizon Communications said it planned to expand its FiOS Digital Voice service to all 14 states served by the telecom's fiber-optic division. Verizon hopes the new FiOS service -- which it will price at rates similar to its current calling plans -- will draw more customers to its triple-play bundle because it offers more features than traditional wireline voice service.
