Recruiters have found thousands of low-cost ways to reach top talent and most are effective when used in the right way, says John Sullivan, author of "1,000 Ways to Recruit Top Talent." Sullivan, who lists 42 recruiting techniques in this article, says what works for the local lube shop manager doesn't always work for the software startup recruiter. So he advises managers to embark on an "educated" trial-and-error approach to finding out what works best for them.
