Maryland's $2.5 billion Intercounty Connector, now under construction, has twice been put on hold because of environmental concerns. Contractors have taken many steps to reduce environmental effects -- such as creating a 17-foot-wide culvert as a deer path under the road, a gravel stream bed for fish and grass-lined swales to filter water before it enters streams. Some of the steps are contractual; some regulatory. There is a $1 million bonus at the end of construction if all obligations are met.
