Texas Gov. Rick Perry approved bills that seek to shore up funds for the state's insurer of last resort and to finance recovery efforts in areas heavily damaged by 2008 hurricanes. The Texas Windstorm Insurance Association will get as much as $2.5 billion to cover hurricane losses. The new laws also provide disaster aid worth more than $425 million, including a $150 million relief package for the University of Texas Medical Branch.
