Results from the ACT college-admissions tests in English, reading, math and science show only a fourth of high-school graduates taking the test are prepared for college-level classes. Just 23% of 2009 graduates who took the test had scores indicating sufficient mastery of all four subjects to earn "C" or better grades in college. While some experts emphasized that more students are taking the test, they expect the results to inspire emphasis on high-school achievement when Congress reviews No Child Left Behind standards.
