Under the new leadership of David C. Vladeck, the FTC's Bureau of Consumer Protection appears poised to tackle the thorny issue of online privacy. "The frameworks that we've been using historically for privacy are no longer sufficient," said Vladeck, whose agency recently settled a case with Sears over downloadable software designed to track users' browsing habits.
