New York's Metropolitan Transportation Authority is $10 billion short of funding bridge, subway, bus, rail and tunnel maintenance and improvements over the next five years, according to a capital plan released on Monday. The $25.5 billion plan will focus on rebuilding core infrastructure in the city. Officials will ask the state to provide the $10 billion it needs to fully fund the plan, which calls for a new subway line and new access to Grand Central Terminal, among other things.
