As airlines streamline their services due to the weak economy, some are reducing flights to smaller cities, leaving residents with few options for travel. To keep the airlines coming, some cities, such as Myrtle Beach, S.C., and Duluth, Minn., are luring carriers with discounts on terminal rents and landing fees, or millions of dollars in direct payments.
