With Sen. Tom Harkin, D-Iowa, being named head of the Senate committee overseeing education, full funding of the Individuals with Disabilities Education Act may be a possibility, writes a former Education Week reporter in this blog post. Harkin, a longtime advocate of full funding, has introduced a measure that would have the federal government cover 40% of the average per-pupil cost of special education. Federal funding has never been more than 18% since IDEA was passed in 1975.
