Qwest Communications and other utilities must pay when municipalities order the companies to relocate their lines, the Arizona Court of Appeals has ruled in a suit the telecom brought to force the city of Chandler, Ariz., to reimburse it for the work. The court said the city had not denied Qwest's ability to use its right-of-way. Also in Arizona, a state university expanded its agreement with Qwest to manage its telecom needs under a new five-year, $54 million contract.
