Sen. Lisa Murkowski, R-Alaska, failed to halt the Environmental Protection Agency's plan to limit greenhouse-gas emissions from oil refineries and power plants. EPA Administrator Lisa Jackson called on Senate Democrats, who have a 60-seat presence, to block Murkowski's amendment to a measure that covers the agency's budget. The amendment would have stopped the EPA from allocating funds to regulate industrial or stationary carbon dioxide sources for the fiscal year that starts in October, Murkowski said.
