California's Low-Carbon Fuel Standard is "crippling" to the U.S ethanol industry and "makes ethanol produced in the Midwest uncompetitive," said Cory Garcia, an analyst with Raymond James & Associates in Houston. Industry groups, including the Renewable Fuels Association, filed a lawsuit against the state last month over the standard, saying it is unconstitutional and discriminates against out-of-state ethanol producers. The state's recent approval of the standard "doesn't change the fundamentals of the lawsuit," said Matt Hartwig, RFA communications director.
