National Board Certified Teachers in two Mississippi districts would not receive their state-funded $6,000 stipends if the state does not provide the money -- under language administrators are considering adding to teachers' contracts. District officials said they cannot afford to pay the stipends. "This is a slap in the face, and it's a huge morale issue for these teachers," said Kelly Riley, deputy director of Mississippi Professional Educators. "These teachers have worked hard for this certification. It's not an easy process."
