The Environmental Protection Agency has proposed to include oil and gas facilities that inject carbon dioxide into wells to the list of greenhouse-gas sources required to report emissions. The agency already requires 31 industries, representing 85% of the annual output of greenhouse gases in the U.S., to report emissions. The proposed rule, if enacted, would require the facilities to begin tracking emissions next January and submit their first reports in 2012.
