States and the federal government already have missed deadlines imposed by health care reform and are scrambling to implement a drug rebate and other programs. Congress could not revise tight deadlines in the legislation that became the health care reform law because they used the reconciliation process to pass it. Despite pending lawsuits, states also are working to set up insurance exchanges, as well as programs to fine people who don't buy insurance before the 2014 deadline.
