Florida Gov. Charlie Crist has until Friday to act on a bill to limit the restraint and seclusion of students with disabilities in the state's public schools. Many disability-advocacy groups that supported the bill have reversed their position, saying the measure does not go far enough to protect students with special needs; they are urging a veto. At least one district says its policies offer stricter guidelines than are outlined in the proposed legislation.
