School board officials in North Carolina's Guilford County approved changes to gifted-education programs that are designed to increase consistency across schools and identify more minority students who are gifted. More than 14,000 students qualified this year for the district's gifted program, but just 18% were black -- even though black students make up close to 41% of the overall student population. The changes, which will include more training for teachers in instructing gifted students, will be tested at 15 district schools.
