A high-tech metering system at New York's Kennedy International Airport allows just six or eight jets to line up for takeoff at peak hours, down from 40 or so before the metering program was implemented. Assigning flights to a 15-minute takeoff window represents a major operational change, but everyone seems to benefit: when flights are held at the terminal rather than on the tarmac, passengers can spend more time eating and shopping in comfort, while airlines can cut down on fuel consumption. Now the FAA is studying a wider use of the metering system at other busy airports.
