California's Stanislaus County is exploring a system of certifying students who become fluent in a second language. Bilingual high school graduates would get a seal on their diplomas, and their transcripts that would certify they are able to "navigate" a second language, one county official said. The seal would be offered to native speakers of English who learn foreign languages and to those who achieve fluency in English as a second language.
