Change is under way at schools in Florida's Hillsborough County, where a reform effort has 120 district teachers set to observe and evaluate their colleagues in the classroom this year. The results will be combined with students' test scores to help determine whether teachers earn tenure or are let go. The teacher-evaluation system is part of a $100 million effort sponsored by the Bill & Melinda Gates Foundation to create a model for improving teacher effectiveness in the nation's schools.
