Largo, Fla., has built a new community center -- and thanks to features such as a roof-mounted solar array, extra insulation and native landscaping, officials say they're confident the building will receive a Leadership in Energy and Environmental Design rating from the U.S. Green Building Council. The 72-kilowatt photovoltaic solar array, along with a solar water-heating system, is expected to provide about 16% of the building's energy needs.
