The Center for Biological Diversity has filed a petition in a U.S. appeals court to challenge the Environmental Protection Agency's greenhouse-gas regulations for industrial facilities. The EPA's "tailoring" rule, which is set to take effect in January, would limit greenhouse-gas emissions by large industrial companies but exempt a number of major polluters. Bill Snape, the CBD's senior counsel, argues that the agency should rethink its schedule for implementation and re-evaluate its emissions limits.
