Washington, D.C., used to have the best subway system in the country -- but lately MetroRail has been looking rough around the edges, writes Ken Archer. That's largely because of a reliance on scheduled maintenance rather than reliability-centered maintenance, Archer argues, and a transition towards reliability-focused repair work could make the entire network cheaper to operate and far more reliable.
